Nordic Weapons

Can the nordic weapons be picked up from enemies? So far I've only come across armor sets from bandit chiefs, but no weapons. I'd hate to spend two extra perks in smithing to just get to Advanced Armors to craft them. My character is level 40, is it still too early to get weapons?

I think you will start seeing some weapons soon. If you are smithing though, they'll be weaker than steel without the perk.
